    INTRODUCTION:  “Janmabhoomi – Maa Vooru” (JBMV)

    The Government ofAndhra Pradesh has launched a people centered development and welfare outreach programme called“Janmabhoomi – Maa Vooru”in the month of October, 2014, and hassince conducted three rounds of Janmabhoomi Programme.

    The first, second and third rounds were conducted from 2nd - 20th October, 2014, from 3rd to 7th June, 2015, and 2nd to 11th January, 2016 respectively. The 3rd Round of Janmabhoomi was conducted with the main theme of Smart Village – Smart Ward (SVSW) towards SmartAndhra Pradesh, a novel initiative of the Government to assist all Gram Panchayats and Wards in achievingthe objective of creation of smart infrastructure, service delivery, technology and innovation with optimal utilization of available resources leading to faster and more inclusive growth.1.2

     As the next phase, the 4th Round of Janmabhoomi Maa Vooru (JBMV) programmewill be conducted from2nd to11th January, 2017in all GPs/wards in the state.2.0


    Thrust areas of the 4th round JBMV programme2.


    • India is a signatory to the UN Sustainable Development Goals 2030 (SDGs 2030) which consists of 17 goals with 169 targets and covers a broad range of interconnected issues, from economic growthto social issues to global public goods to address the interconnected sustainable development issues.
    • These include ending poverty and hunger, improving health and education, making cities more sustainable, combatingclimate change, and protecting oceans and forests etc.2.2       
    • The state government has committed to align its development and welfare agenda to the SDG framework for global benchmarking while taking actions at gram panchayat/village levels.The State government has taken up an integrated approach towards development and welfare for saturation of certain assurances at village and family level. Kutumba Vikasam- Assurance from government to each family on 15 types of securities and Samaja Vikasam - Assurance of providing 10 types of basic facilities in each village.
    • The government of Andhra Pradesh strives to create a happy society, relievedof modern day stress and enmeshed in its rich cultural heritage and taking pride in its achievements. 


    Accordingly, the following thrust areas have been identified for the 4th round of Janmabhoomi:


    1. Samaja Vikasam
    2. Kutumba Vikasam
    3. Digital Financial Literacy for cashless transactions
    4. Fostering happinessand innovation throughphysical literacy and cultural programmes
    5. Asset distribution and award presentation 


    1. Samaja Vikasam

    The State Government has taken up the saturation approach under the Samaja Vikasam by giving assurance to provide 10 types of basic facilities in each village. These include – Access to Quality Education for All, Health Security, Agriculture and Allied Development, Industrial Development, Service Sector Development, 24 X 7 Power Supply, Roads and Infrastructure Development, Information and Technology, Citizen Services, Inclusive Development.

    2. Kutumba Vikasam

    The State Government has taken up the saturation approach under the Kutumba Vikasam by giving assurance to each family on 15 types of social and economic securities. These include Social security,Nutrition security , Insurance security, Electricity Security, Health Security, Gas Security (Deepam), Water Security, Housing Security, Sanitation Security, Education Security, Fodder Security, Employment Security, Information (Fibre net) Security, Individual Security, Livelihood (Income Security) for all.The details of Kutumba Vikasam and Samaja Vikasam are appendedasAnnexureI

    3. Digital Financial Literacy for cashless transactions  

    All citizens and commercial establishments including street vendors must have an active bank account with access to various platforms to make digital transactions such as mobile app based wallets, Ru-pay cards, Aadhaar Enabled Payment System (AEPS), Net Banking, Debit and Credit card based payments.Awareness regarding digital financial transactions is to be spread during the campaign period with the assistance of local financial institutions. The objective is 100% inclusion in the aforementioned modes for declaration of villages as digital financial transaction infrastructure enabled village.

    4. Fostering happiness and innovation through physical literacy and cultural programmes

    Local talent is tapped and promoted through cultural programmers such as rangoli, Kuchipudi and other forms of dance, music (songs, bhajans and other musical performances), skits etc., sports and games with emphasis on traditional and rural sports forms, food festivals and local art forms like Harikatha. The celebrations will commence with the New Year celebrations,co-ordinate by Gram Panchayat/ULBs and will culminate during Sankranthi time with award distribution.

    5. Asset Distribution and Award Presentation

    Assets such as pensions, SC/ST assets, Chandranna Bima, new ration cardsetc. should be distributed during this campaign. In addition to this, awards should be presented to the winners of cultural andsports activities conducted during the campaign period. Special achievements of villagers in various fields such as agricultural productivity, livestock, excellence in educational activities, social service, SHGs etc. should also be recognized and rewarded suitably.3. 0 Programme StructureBased on the above thrust areas, the following is the indicative programme structure.
