    ORDER: The following Notification shall published in the Andhra Pradesh Gazette.

    Notification: In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and all other powers hereunto enabling the Governor of Andhra Pradesh at this moment makes the following special rules for the Andhra Pradesh Educational Service in supersession of the Rules issued in G.O.Ms.No.259, GAD, Dt. 9-2-1962, G.O.Ms.No.505, Education(Services.I), dated 16th November 1998 and special
    rules / ad-hoc rules issued from time to time so far as they relate to the posts included in these special rules.

    The rules at this moment made shall be deemed to have come into force with effect from the 16th November 1998.

    RULES

    SHORT TITLE: These rules may be called the Andhra Pradesh Educational Service Rules.

    CONSTITUTION: The service shall consist of the following Classes and Categories of posts:

    CLASS - I
    • CATEGORY-1: Director
    • CATEGORY-1(a): Addl. Director.
    • CATEGORY-2: Joint Director, Regional Joint Director
    • CATEGORY-3: Principal, Institute of Advanced Studies in Education ( I.A.S.E. )
    CLASS - II
    1. CATEGORY-1: District Educational Officer, Deputy Director.
    2. CATEGORY-2: Principal, College of Teacher Education (CTE)
    3. CATEGORY-3: Principal, District Institute of Education and Training (DIET )
    4. CATEGORY-4: Professor, I.A.S.E./ State Council of Educational Research and Training ( S.C.E.R.T.)
    5. CATEGORY-5: Principal, Govt. College of Physical Education (G.C.P.E.).
    CLASS - III
    • CATEGORY-1: Deputy Educational Officer, Head Master and Head Mistress.
    • CATEGORY-2: Parishad Educational Officer.
    • CATEGORY-3 : Lecturer, S.C.E.R.T. / I.A.S.E. / C.T.E.
    • CATEGORY-4: Senior Lecturer, D.I.E.T
    • CATEGORY-5: Statistical Officer
    • CATEGORY-6: Special Officer (English/Hindi/Urdu)
    • CATEGORY-7: Special Officer (Oriental Studies)
    • CATEGORY-8: Lecturer in Physical Education: G.C.P.E./ I.A.S.E./C.T.E.;
    • CATEGORY-9: Inspector of Physical Education
    • CATEGORY-10: Lecturer in Library Science
    • CATEGORY-11: Assistant Director.
    CLASS-IV
    1. CATEGORY-1: Mandal Education Officer, Head Master and Head Mistress in
    2. Government and Zilla Parishad High Schools.
    3. CATEGORY-2: Lecturer, D.I.E.T.
    4. CATEGORY-3: Lecturer in Physical Education, DIET.
    5. CATEGORY-4: Regional Inspector of Physical Education
    6. CATEGORY-5: Lecturer in Fine Arts/Performing Arts, DIET.
    The Method of appointment and appointing authority for different categories of posts shall be as follows: 

    Class I

    1. Cat. 1 By promotion from Category 1(a) of Class I or appointment by transfer from other services
    2. Government.
    3. Cat.1(a) By promotion from category 2 of class I Government
    4. Cat. 2 By promotion from Category 1 of class II Government
    5. Cat. 3 i) By transfer from Category 2 of class I Government i) By promotion from Category 2 of class II.
    Class II
    1. Cat. 1 By promotion from categories 1, 2, 3, 4 and 11 of Class III.
    2. Government
    3. Cat. 2 By promotion from Categories 3 and 4 of Class III. Government
    4. Cat. 3 By promotion from Categories 3 and 4, of Class III. Government
    5. Cat. 4 By promotion from Categories 3 and 4, of Class III. Government
    6. Cat. 5 By promotion from Categories 8 of Class III. Government.
    Class III
    • Cat. 1 ii) By Direct Recruitment. ii) By promotion from Category 1 of Class IV. 
    • Cat. 2 By promotion from Category 1 of Class IV. 
    • Cat.3 ii) By Direct Recruitment. ii) By promotion from Categories 1 and 2 of Class IV.
    • Cat. 4 ii) By Direct Recruitment. ii) By promotion from Categories 1 and 2 of Class IV. 
    • Cat. 5 By Transfer from Category 1,2,3 and 4 of Class III.
    • Cat. 6 By Transfer from Category 1,2,3 and 4 of Class III. DSE
    • Cat. 7 By Transfer from Category 1,2,3 and 4 of Class III. DSE
    • Cat. 8 By promotion from Category 3 of Class IV. DSE
    • Cat. 9 By transfer from Category 8 of Class III. DSE
    • Cat. 10 i) Recruitment by transfer from librarian. ii) If not available, by direct recruitment DSE
    • Cat. 11 Recruitment by transfer from Superintendent/Auditor i.e., Class-A, Category-I of Andhra Pradesh Ministerial Service.
    Class IV
    • Cat. 1 Recruitment by transfer from School Assistants and HMs of Primary Schools of APESS
    • RJDSE
    • Cat. 2 i) By Direct Recruitment. ii) Recruitment by transfer from School Assistants and HMs of Primary Schools of APESS RJDSE
    • Cat. 3 Recruitment by transfer from School Assistants (Physical Education) of APESS RJDSE
    • Cat. 4 By transfer from Category 3 of Class IV RJDSE
    • Cat. 5 i) Recruitment by transfer from School Assistants and HMs of Primary Schools of APESS. ii) If not available, by direct recruitment.

    NOTE 1: (i) Combined seniority of all eligible officers from all the feeder categories shall be prepared and considered for appointment by promotion/appointment by transfer to any category in the service except in Category 1 of Class II.

    NOTE 2: Not less than 50% of the total number of vacancies existing at any point of time in any category shall filled by direct recruitment, where there is provision for direct recruitment, i.e. out of every two vacancies that arise in any category, the first vacancy shall be filled by direct recruitment only.

    NOTE 3: For the purpose of promotion to category 1 of Class II, the following 12 point cycle shall be followed from the feeder categories.

    • Assistant Director
    • Deputy Educational Officers and Parishad Educational Officers
    • Lecturer IASE/CTE/SCERT and Senior Lecturers in DIET
    • Deputy Educational Officers and Parishad Educational Officers.
    • Lecturer IASE/CTE/SCERT and Senior Lecturers in DIET
    • Deputy Educational Officers and Parishad Educational Officers.
    • Assistant Director
    • Lecturer IASE/CTE/SCERT and Senior Lecturers in DIET
    • Deputy Educational Officers and Parishad Educational Officers.
    • Lecturer IASE/CTE/SCERT and Senior Lecturers in DIET
    • Deputy Educational Officers and Parishad Educational Officers.
    • Lecturer IASE/CTE/SCERT and Senior Lecturers in DIET.

    NOTE 4: The post of Deputy Director (Oriental Studies) and Special Officer (Text Books) are being filled by the DEO/ Deputy Directors. As such the said posts are redesignated as Deputy Directors.

    NOTE 5: The post of Assistant Director (NFE) and Project Officer (NFE) are not in existence as the scheme of nonformal Education is closed.

    NOTE 6: The post of Deputy Inspector of Schools was redesignated as MEO and Deputy Inspector of Schools is not included as a specified Gazetted category in the Third Schedule of Presidential Order as per Presidential amendment order issued vide GSR 636(E) dated 23-06-2017.

     QUALIFICATIONS: No person shall be eligible for appointment to the category of post in Class specified in column of Annexure to these rules by the method specified in column (2) unless he/she possesses the qualifications specified in the corresponding entry in column (3) thereof

    No person shall be eligible for appointment for direct recruitment to the category of 1 of Class III until he/she complete the course of Administrative Training for a period not exceeding six months in such manner as may be prescribed by the Director of School Education.

    The candidates possessing any qualification equivalent to or higher qualification recognized by the Government or NCTE are also eligible for appointment in the service.

    AGE: No person shall qualify for appointment by direct recruitment to any post in the service if he/she has completed 30 years of age as on the 1st day of July of the year in which the notification for recruitment is made and as amended by the
    Government from time to time.

    UNIT OF APPOINTMENT: For recruitment, appointment, seniority, discharge for want of vacancy, promotion, transfer and re- an appointment the Unit of appointment shall be as specified in the table below: -

    Class III Categories 1,2,3 and 4 Class IV:
    1. Zone –I Srikakulam, Vizianagaram and Visakhapatnam Districts.
    2. Zone-II East Godavari, West Godavari and Krishna Districts.
    3. Zone-Ill Guntur, Prakasam and Nellore Districts.
    4. Zone-IV Chittoor, Cuddapah, Anantapur and Kurnool Districts. 
    TRANSFERS AND POSTINGS: The appointing authorities shall be competent to effect transfers and postings of persons in the respective categories.

    Savings: No Person shall be adversely affected by making the Rules effective with retrospective date.
