    ORDER: The following Notification shall be published in the Andhra Pradesh Gazette.

    NOTIFICATION: In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and all other powers hereunto enabling the Governor of Andhra Pradesh at this moment makes the following special rules for the Andhra Pradesh Educational Subordinate Service in supersession of the Rules issued in G.O.
    Ms.No.78, GAD, Dt. 10-1-1962 and ad-hoc rules issued from time to time so far as they relate to the posts included in these special rules.

    The rules at this moment made shall be deemed to have come into force with effect from the 20th November 1998.

    RULES

    SHORT TITLE: These rules may be called the Andhra Pradesh Educational Subordinate Service Rules.

    APPLICABILITY AND CONSTITUTION:

    • These rules shall apply to Teachers in Mandal Parishads, Zilla Parishads and Government Schools.
    • The service shall consist of the following posts namely: 
    CLASS- I
    1. Category 1: School Assistants
    2. Category 2: School Assistants (Telugu, Hindi, Urdu etc.)
    3. Category 3: School Assistants (Physical Education)
    4. Category 4: H.M. of Primary School 

    CLASS- II

    1. Category 1: Secondary Grade Teachers.
    2. Category 2: Language Pandits (Telugu, Hindi, Urdu etc.)
    3. Category 3: Physical Education Teachers.
    Category 4: Specialist Teachers: Art Teachers, Drawing Teachers, Music Teachers, Dance Teachers, Yogasana Instructors, Manual Training Instructors (Carpentary), Manual Training Instructors (Weaving), Craft Instructors.

    Textile Printing Instructors, Tailoring Instructors, Carpentary Instructors, Fitter Instructors, Turnor Instructors, Moulder Instructors, Blacksmith Instructors Senior Mechanics, Sewing Instructors/ Sewing/Tailoring and Needle Work Instructors, Drawing and Sewing Instructors, Agriculture Instructors, Pre-vocational Instructor

    METHOD OF APPOINTMENT AND APPOINTING AUTHORITY :
    The method of appointment and appointing authorities for different categories of the posts shall be as follows.


    Cat:1 School Assistants.

    i. Direct recruitment.
    ii. By promotion from Categories1 to 4 of Class II.
    iii. Recruitment by transfer from Junior Assistants and equivalent cadres of APMS under the control of Director of School Education.
    • Cat. 2 School Assistants (Telugu, Hindi, Urdu etc.) Direct recruitment By promotion from Categories 1 to 4 of Class II. 
    • Cat. 3 School Assistants (Physical Education), By promotion from Category1 to 4 of Class II. 
    • Cat. 4 H.M. of Primary School By promotion from Category

    Class II:

    • Cat. 1 Secondary Grade Teachers. Direct recruitment.
    • Cat. 2 Language Pandits(Telugu, Hindi, Urdu etc), Direct recruitment.
    • Cat. 3 Physical Education Teachers, Direct recruitment  
    • Cat. 4 Specialist Teachers Direct recruitment. Art Teachers, Drawing Teachers, Music Teachers, Dance Teachers, Yogasana Instructors, Manual Training Instructors (Carpentary), Manual Training Instructors (Weaving), Craft Instructors.

    Textile Printing Instructors, Tailoring Instructors, Carpentry Instructors, Fitter Instructors, Turner Instructors, Moulder Instructors, Blacksmith Instructors Senior Mechanics, Sewing Instructors/ Sewing/Tailoring and Needle Work Instructors, Drawing and Sewing Instructors, Agriculture Instructors, Pre-vocational Instructor.

    Note 1: The transfer within the same class among different categories / Subjects is not permissible.

    Note 2: For purpose of preparation of common seniority list for promotion, the seniority shall be determined as per rule 34 of AP State and Subordinate Service Rules.

    Note 3: Whenever the method of appointment to any post in this service is both by direct recruitment and appointment by promotion or transfer there shall be direct recruitment to the extent of 30% of the vacancies.

    QUALIFICATIONS:

    • No person shall be eligible for appointment to the categories of posts specified in column (1) of the Annexure to these Rules by the method specified in Column (2) unless he/she possesses the qualifications in the corresponding entry in Column (3) thereof ;
    • The candidates who have passed SSC Examination or Higher standard examination in the concerned medium or with the concerned Language are eligible for appointment to the posts in that concerned medium.
    • The candidates possessing any qualification equivalent to or higher qualification recognized by the Government or NCTE are also eligible for appointment in the service.
    • Every teacher to be appointed in Schools for the deaf or blind shall, in addition to the qualifications prescribed for the category of posts, possess a Diploma or Degree in teaching the blind or deaf, as the case may be. 
    AGE: No person shall be eligible for appointment by Direct Recruitment to any post in this service if he or she has completed 36 years of age as on the first day of July of the
    year in which the notification for recruitment is made and as amended by the Government from time to time.

    MINIMUM SERVICE: No person shall be eligible for appointment by transfer or by promotion to any post in the service unless he has put in not less than three years of service in the category/class from which promotion or appointment by transfer is to made.

    PROBATION: Every person appointed by direct recruitment shall be on probation for a total period of 2 years on duty within a continuous period of 3 years and every person appointed to any category either by promotion or appointment by transfer shall be on probation for a total period of one year on duty within a continuous period of two years from the date on which he/she commences probation.

    UNIT OF APPOINTMENT: For recruitment, appointment, discharge for want of vacancy, re-appointment, seniority, promotion, transfer and posting as specified in
    the table below:

    1. Class I: Categories 1,2,3 and 4. Revenue District.
    2. Class II: Categories 1,2,3 and 4. Revenue District.




    TRANSFERS AND POSTINGS: The appointing authorities shall be competent to effect transfers and postings of persons in the respective categories.

    Savings: No Person shall be adversely affected by making the Rules effective with the retrospective date.
