The Parent Committee (PC) should be set up in all schools except private independent schools, within its jurisdiction.
The headteacher will conduct the election.
At least 50% of parents / guardians should be present during the election. The Head Master will determine the time limit for the formation of the body.
Elections must be by show of hands or by a voice vote. In rare cases of unresolved dispute, a secret ballot may be adopted.
Only one parent is allowed to vote on the choice of a parent / caregiver representative on a PC.
Parents / guardians with children at various stages will be able to participate in the selection process for each class.
The Parents Committee will elect a Chairperson and a Deputy Chairperson from among its elected members, especially the parent members. Provided that at least one of them must be the parent of a child from a disadvantaged group or vulnerable categories. Given further that at least one of them should be a woman.
Members representing local councils and the principal or incharge head teacher will not be allowed to participate in the election or will have the right to vote.
Applicants for the appropriate classes will nominate new members of the PMC’s parents / guardians in the entry class and fill any vacancy.
Once established, the Parents’ Committee will remain in place until its completion or merger, to be approved by the Mandal Education Officer in the case of Primary Schools, High Schools and the District Educational Officer in the case of other schools. However, members will retire on their own terms. The best rotating and non-circular vacancies will be filled within the stipulated period as stipulated by the Implementation Authority.
The Implementing Authority ’refers to the Government Project Director, Sarva Shiksha Abhiyan, and includes the Commissioner and Director of School Education, Andhra Pradesh.
‘School adjacent to the school’ means accommodation within a safe distance to walk 1st floor of the Primary School, 3 kms of Upper Primary / High School with classrooms.
‘Child disadvantaged member of the community’ refers to and includes a child under the category of programs, national schedule, orphans, migrant and street children, Children with special needs (CwSN) and children affected / living with HIV.
‘Child of the Vulnerable Classes’ means a child owned by BC, Minorities and includes OCs whose parents ’income does not exceed Rs. 60,000 / – per annum.
There should be no political interference. Legal action will be taken in the event of a disruption of the electoral process.
Tahsildar, Mandal Parishad Development Officer (MPDO), Village Secretary or Village Revenue Officer (VRO), Village Revenue Assistant (VRA) may be involved in the election process as observers.
The order to vote is by Mother, Father, Guardian. However, voting can only be given to one of them.
Every voter must bring his or her ID card issued for the purpose by the relevant authority or other valid ID such as a Ration card, Adhar Card, Driving License, Voter ID or other Government ID issued by the Government.
In the event of unavailability of parent members belonging to people who have been ‘disadvantaged’ or ‘vulnerable’ then it can be filled in accordance with existing booking law.
Rules for the Establishment of a Committee of Parents and Members.

Out-of-office members:

  1. The Principal or Principal of the school shall be the Member Collector;
  2. A Member of the Additional Teacher nominated by MEO who is better off from the opposite sex than the Principal Teacher;
  3. Corporator / Councilor / Ward Member concerned, as the case may be;
  4. Anganwadi (base) staff serving the area adjacent to the school;
  5. Multipurpose Health Worker – A woman (ANM) who works in an area close to a school;
  6. Mahila Samakhya President of the affected district / ward.
    Combined members:
    • Two school assistants among highly educated people, a philanthropist, a volunteer office manager, a student or another school supporter; recorded by selected PC members.
    • The term of the united members shall be two years from the date of the first meeting following the date of the meeting.
    Chairperson of the Local Council: Sarpanch / Chairperson of the Municipality / Mayor may attend any meeting of the Parental Protection Committee in their area, at his or her discretion.
